El Simulador

The Strategic City Simulator is an intrinsic part of Madrid’s new Municipal Strategic Plan. It is an innovative digital tool that will transform the paradigm of the city’s urban planning model, shifting from a predictive approach to an adaptive and performanced based one. This key digital instrument will be a key digital instrument and benchmark for the Municipal Strategic Plan in shaping the capital’s future urban development.

It will modify the way urban decisions are made for the city, as it provides a real and dynamic snapshot of the city’s social, economic, environmental, and urban aspects to understand what changes are necessary. It also will enable progress towards a data-driven, adaptive urban planning model capable of simulating future scenarios to enhance decision-making.

With this tool, Madrid seeks to position itself among the most advanced European urban planning based on data and cutting-edge technology. This will reinforce its capacity to anticipate challenges such as housing access, ecological transition and territorial inequalities.

On March 26, 2026, the first version of this new digital planning tool, The Municipal Strategic Plan Viewer, was presented to the Governing Board. This viewer is already active for internal use by the Madrid City Council and includes the first comprehensive diagnosis of the municipal. With this Viewer, the City Council can more accurately identify urban challenges, detect territorial imbalances and evaluate the impact of public policies before implementating This unprecedented urban planning technology, features 190 urban indicators and draw from 134 datasets originating from 37 official sources.
