A Plan in Motion

We are building a living plan. More than a plan, we are building the Municipal Strategic Plan.

With the Sueña Madrid initiative, we are driving an innovative plan for Madrid. It is a new regulatory and strategic framework that will bring about a fundamental cultural shift in the way the city’s urban planning is conceived and managed.

Unlike the previous 1997 General Plan, the Municipal Strategic Plan is designed to be adaptive and flexible rather than predictive, with the aim of giving Madrid the tools it needs to respond quickly to the changing challenges of the 21st century, always under the principle of legal certainty.
