Four Key Pillars of the PEM
The Municipal Strategic Plan must respond to the challenges identified for Madrid. These challenges were defined jointly with representatives from the three tiers of government and with broad input from social, economic, productive, academic, business, institutional, neighbourhood, and third-sector stakeholders.
The 10 challenges are structured around three strategic pillars, tackled together and in close connection to ensure coherence and synergies in the city’s transformation. The Plan also includes one cross-cutting objective, covering regulatory strategy and digitalisation. These 3+1 pillars will guide both the objectives and the strategies set out in the BASE Document.
Housing
Increase housing supply, diversify housing types, encourage refurbishment, improve social cohesion and neighbourhood balance, and strengthen proximity through a well-distributed network of services, facilities, and public spaces that support everyday life.
Sustainability
Promote a regenerative, carbon-neutral city model with high environmental quality, based on the efficient and circular use of resources and climate adaptation.
Urban Transformation
Promote territorial balance, foster a diverse, fair, and cohesive economy, create new urban centres, and strengthen the city’s cultural and heritage identity.
4D Urbanism
Simpler and more flexible regulation, a performance-based model focused on outcomes, a digital-native approach, and implementation tools.
