City baseline assessment: where does the city stand today?

Madrid is at a pivotal point in its transition towards a more innovative and digital city. While it has advanced technological infrastructure and a dynamic innovation ecosystem, gaps remain in access, connectivity, and digital skills. This assessment must identify territorial, social, and functional inequalities, as well as evaluate how fully technology is integrated into urban management, so that the actions of the Urban Strategy 360 can be shaped with precision.

Data: what information do we need to define the Urban Strategy 360?

Defining the Urban Strategy 360 requires a solid foundation of open, up-to-date, and spatially referenced data. We need information on mobility, energy, housing, public services, the environment, and citizen behaviour, among other areas. This data must be interoperable and accessible, enabling cross-analysis that supports informed decision-making, policy evaluation, and real-time citizen participation.

Tools: what tools can help us define the Urban Strategy 360, and how?
The city already has digital tools that can transform urban planning: geographic information systems (GIS), digital twins, participation platforms, artificial intelligence, and predictive models. These technologies make it possible to simulate scenarios, anticipate impacts, and design more precise, tailored solutions. Integrating them into the General Plan process and into day-to-day management is key to moving towards a smarter, more efficient city.
Skills and training: what strategies should we implement so digital tools are used as effectively as possible?

For digital tools to have a real impact, we need training strategies aimed at both citizens and technical and administrative teams. This means building basic digital skills, promoting tech literacy, and ensuring no one is left behind in the digital transition. Continuous training, hands-on support, and collaborative learning spaces are essential for inclusive and sustainable digitalisation.
