Designing a regulatory framework aligned with, and enabling, the achievement of the Plan’s objectives
Madrid needs to update its regulatory framework to respond to the challenges of sustainability, equity, and urban transformation, removing the rigidity and gaps that exist in the current system. This requires a diagnosis based on accurate data and digital tools that support planning, participation, and impact assessment. It also means training technical teams and citizens so they can understand and apply the new legal frameworks, promoting a more agile, transparent regulatory approach focused on public value.

Madrid needs to move beyond the PGOUM 97 model, which is overly regulatory and rigid, and adopt a new instrument that is more strategic and flexible. This shift would restore the planning role of urbanism, focused on anticipating and guiding the city’s development rather than regulating every detail.
One of the key goals is to reduce the technical and legal complexity of planning, making it easier to understand and apply. The aim is a clearer, more accessible framework focused on what really matters, avoiding unnecessary rules and improving the experience of both citizens and urban stakeholders.
The new regulatory framework must be able to adapt to social, economic, and environmental change. To achieve this, the proposal is for regulation based on indicators and urban quality standards, allowing the most appropriate decisions to be made at any given time without the need to amend the entire plan.
