Working with experts and key sectors to define concrete actions for Madrid
For more than a year, we have been driving a process of listening and collaborative debate with more than 800 professionals, rethinking the city’s future from a cross-cutting, collaborative perspective focused on developing concrete actions.
This process has been organised around nine thematic working groups, based on public-private collaboration, which have led to 23 more specific subgroups. The results of the work carried out were presented in a joint session on 10 June 2025 at the Palacio de Cibeles.
In 2026, the working groups will be reactivated to test the foundations of the Municipal Strategic Plan and consolidate its strategies.
A shared vision for the future of the city

Three key strategic objectives
The work of the groups is structured around three major challenges: housing, urban transformation, and sustainability.
Based on these objectives, the 9 identified city challenges for the Madrid of the future have been defined: housing, economy and talent, public space transformation, sustainable mobility, climate neutrality, the city model, culture and heritage, innovation and digitalisation, and regulatory strategy.
