A more inclusive, welcoming, and sustainable city. A Madrid shaped with its citizens from the very beginning, through an open, ongoing, and inspiring conversation.

Our aim is to open the Municipal Strategic Plan to everyone. We are driving a change in mindset, based on a culture of participation and on an active, constructive civic community.

Spaces for participation

A methodology that takes urban planning out of the office and into the streets. Because the city belongs to its people.

We use our own participation model to develop the Municipal Strategic Plan: bringing urban planning out of the office and into the streets, universities, professional associations, organisations, and businesses, so that anyone who wants to take part has the chance to be heard and contribute to shaping the Madrid of the future. Their input helps build a Plan enriched by a wide range of perspectives and expertise across many disciplines.

We combine qualitative and quantitative participation methods to create a comprehensive, cross-cutting model open to everyone who wants to get involved. It is based on several principles designed to ensure that all citizens are represented:

Representativeness and voluntary participation: we ensure that all sectors of society are represented, and we seek active involvement from academia, businesses, professional associations, and public and private organisations.
Diversity and inclusion: we promote an inclusive and accessible approach so that content, channels, and activities also reach groups that require targeted support and inclusion measures, making participation easier for everyone.
A future-oriented vision: we promote actions focused on strategic horizons, encouraging a long-term perspective that inspires people to imagine what comes next.
Trust and transparency: we keep processes clear, open, and easy to understand at every stage.
Proactivity and continuous listening: we see citizen engagement as the first step in building a living dialogue between Madrid City Council and the people of Madrid.

All of this translates into a series of roundtables and working sessions that bring together the different sectors involved in city life on an ongoing basis. The process began in 2024 with district information sessions and working groups, and it will remain active over the coming months, with the goal of creating spaces for discussion that help consolidate the diagnosis, develop future scenarios, and test urban strategies.
