Madrid as a 360° City is the result of a broad, multidisciplinary perspective that points the city towards a future in which it can respond quickly and effectively to the needs of its residents, with the aim of improving their quality of life.

With this approach, the Municipal Strategic Plan designs the 360° City through the necessary convergence of multiple intelligences: leading specialists and experts in each field, as well as the involvement of other institutions and citizens themselves, to bring together as many perspectives and views as possible at every level.

This Urban Intelligence model is based on: 

• Collective Intelligence: involving all social sectors in the process. 

• Digital Intelligence: using innovative tools such as the City Strategic Simulator, a data-based tool that provides valuable insights. 

• Urban Intelligence: reflecting society in a way that ensures democratic legitimacy. 

From this convergence of intelligences, we are designing the tool that will guide Madrid’s development in the years ahead: the Municipal Strategic Plan. Its goal is to improve people’s lives, especially in areas such as housing, sustainability and urban planning. The culture of the Municipal Strategic Plan is based on the following values:

• 4D Urban Planning: a city in constant transformation that takes both spatial and temporal dimensions into account in order to respond to major trends and the challenges society faces at any given time.

• 360° City: a city moving towards a more balanced, sustainable and inclusive urban model.

• Climate Neutral: a green, resilient and decarbonised city.

• Innovative: a dynamic city that is open to innovation in all its dimensions.

• Vibrant: a city with a diverse identity and a rich urban life that values its heritage and cultural assets, both in the city centre and in its neighbourhoods.

• Welcoming: a city of neighbourhoods that welcomes people and offers affordable housing options for everyone.

• Prosperous: a city committed to both urban quality and the creation of opportunities for its citizens’ full development.

• Multiple centralities: a metropolis with a well-connected network of central hubs for connectivity and urban life, linked by a new model of smart and sustainable mobility.

• Multiple intelligences: a city seen through a broad, multidisciplinary lens.
