Citizen participation as a pillar of the Municipal Strategic Plan
Over the three years it will take to draft the PEM, we will carry out numerous participation processes. This is a tool for giving citizens a leading role, recognising their responsibility and ability to take an autonomous, critical, and constructive part in shaping the Municipal Strategic Plan.
Including citizens as a whole is essential to ensure a broad and diverse foundation. The design of the sessions reflects the social diversity of Madrid, taking into account factors such as age, gender, income level, place of birth, and district of residence. In this way, we ensure everyone has the right to take part and share their views on the city they want to live in.
Citizen participation sessions
We listen to the people who shape the city, its residents, and develop a wide range of listening, dialogue, and reflection initiatives. From district visits and 27 citizen participation sessions with more than 160 participants, to over 1,000 ideas collected through the form on our website, and a civic lab that creates a direct channel of communication with the public.
Sessions with associations and groups
We invite organised stakeholders linked to the Plan’s strategic areas to collaborate. These include:
- Social and community stakeholders: neighbourhood associations, third-sector and social organisations, cultural, sports, and leisure groups, as well as youth, children’s, older people’s, gender, and migrant groups.
- Economic and professional stakeholders: business organisations, chambers of commerce, clusters and retailers, professional associations, trade unions, and sector-based organisations.
- Innovation and environment stakeholders: universities, research institutes, knowledge centres, and think tanks; environmental, mobility, and energy-transition organisations; digital, technological, and civic innovation platforms.

District information sessions
Working with residents in every district
We visit each district to encourage citizen involvement. This initiative is designed to bring the project closer to people’s real needs, giving residents the opportunity to share their concerns, proposals, and priorities.
At each session, we present the city’s main quantitative data and open up spaces for dialogue where residents can express their views directly. This active listening helps us adjust and evaluate municipal policies, ensuring public decisions truly respond to what people need.
In short, this process not only enriches the content of the Municipal Strategic Plan, but also strengthens transparency and public trust, essential elements for the success of any municipal strategy.
